In House or Outsource Your Social Media

An interesting take from a Social Media agency on why it might make sense for an organization to outsource it's social media activities. 
I wonder if this is a viable option for government agencies? 
Depending on pricing, it might make sense to embed a social media expert in a non-profit for a week or two to train the staff on the ins and outs of effective social media policy.
